The Sinying Sugar Factory, where the Sinying Railway Cultural Park is located, is one of the three main factories of Taiwan Sugar Corporation. Because of its higher level within the organization, the office and dormitories are distinctive, and the railroad tracks are dense and numerous, making it a major transportation hub during the boom of the Taiwan Sugar Corporation's narrow-gauge “sugar trains” (Wu-fen Train).

The plant retains a considerable number of operating sugar train carriages and miniature locomotives. Various diesel miniature locomotives are parked in the internal engine yard, as well as two Hitachi Qi-fen Trains, which run on l,067mm-gauge rail tracks and were used for transporting various raw materials between Taiwan Railway's Sinying Station and Taiwan Sugar's Sinying by-products processing plant. Therefore, the railway routes can be said to be diverse and interesting.

※In order to meet the operational needs and route maintenance work, tourist rides on the Sugar Train (Wu-fen Train) is currently not available (resumption of services is not yet scheduled).
