The “16-Year-Old Festival” is based on the city’s “16-Year-Old Coming-of-Age Ceremony” tradition. Participation in arts and culture is used to promote experience with art performances as a coming-of-age ceremony for the cultural citizens of the city as well as cultivate art appreciation among young people so they too can become the audience for arts and culture in the future. Participation by young people is achieved through the process of watching, performing and acting.
