Tainan Smart Beach Results Presentation Showcases Pioneering Use of Smart Technology for Safer Aquatic Recreation

Tainan City Government hosted today (11/9) the “Smart Beach Master Plan Results Presentation” on the beach at Sunset Platform. Attendees included Tainan City Mayor Huang Wei-che; Minister of Ocean Affairs Council Kuan Bi-ling; Director of Tourism Bureau Lin Guo-hua; Tainan City Councilors Chou Li-chin, Hsu Chih-tsun, and Lee Chi-wei; the representative of the National Scenic Area Administration of the Tourism Administration, Ministry of Transportation and Communications; representatives of Tainan City Legislator; local village chiefs; representatives from other county/city governments; representatives of relevant associations; and the research team. Together, they joined in witnessing the presentation of Tainan City’s Smart Beach Master Plan which represents a new milestone in safety management for aquatic recreation in Tainan.

During the presentation, Minister of Ocean Affairs Kuan Bi-ling recounted how the OCA partnered with Tainan City Government to integrate marine radar, coastal video cameras and other equipment. Real-time “Rip Current Monitoring” and “Drowning Recognition and Detection” capabilities were then established through the introduction of AI technology. The combination of disaster prevention and rapid response was a first in Taiwan. Testing of the technology will begin today at the Sunset Platform and it will be rolled out next year starting with Tainan’s Golden Coast. In the future, the OCA will also support the introduction of the smart beach management model to other popular aquatic recreation regions in Taiwan to further enhance aquatic safety and make a difference to the people. The OCA hopes that one day, everyone can enjoy relaxing at the beach in perfect safety.

Mayor Huang Wei-che stated that safety management of beach recreation has always been an important issue for the Tainan City Government. Global climate change as well as the Executive Yuan’s policy of “Paying Tribute to the Ocean” have spurred the vibrant development of aquatic activities that encourage people in Taiwan to learn about the sea, engage with the sea, and enter the sea.” One of the key complementary measures is the development of Smart Beach. The geographic location of Taiwan means the marine meteorology can be very temperamental. Tainan City Government has now pioneered the use of AI technology for aquatic recreation safety management in Taiwan. The latest result not only emphasized the importance of aquatic safety to the central and local governments but also represents a new era in aquatic management in Taiwan.

Research team member Professor Doong Dong-Jiing, Head of the Department of Hydraulic Engineering and Director of Coastal Ocean Monitoring Center at NKCU, stated that Smart Beach is an integrated system that brings together AI, edge computing, big data analytics, IoT and automatic monitoring technologies. The “Security Surveillance”, “Environmental Monitoring”, “Real-Time Data Delivery” and “Assistance System” modules utilize cameras, radar and aerial drones to collect all kinds of environmental and activity data. These data are used for AI decision model learning, training and analysis to provide crowd monitoring, recognition of aquatic recreation activities, hazard line crossing detection, and rip current detection for visitors and coastal patrol personnel. This boost to the efficiency and safety of beach management allows city residents and tourists to feel safer while they enjoy the beauty of the beach and aquatic activities.

According to Tourism Bureau Director Lin Guo-hua, Tainan City’s Smart Beach plan was successfully implemented through close collaboration between the local government, central government, and academia. Active lobbying of the central government by Tainan City, grants from the OAC, and planning carried out by the NCKU all contributed to the success of the project. In the future, the roll-out of the Smart Beach system will improve the safety of aquatic recreation in Tainan City. Tainan will welcome tourists with a safer and more advanced beach management model and make it one of the highlights of its smart city development.
