Introduce
To promote pricing transparency, protect consumer rights, and uphold the quality of Tainan’s tourism and the integrity of the lodging market, the Tainan Lodging Industry Self-Regulatory Charter for Reasonable Room Rates was jointly signed today (Feb. 25th) by Chiu Hsien-nien, Chairman of the Tainan Hotel Association; Hung Chih-tsang, Chairman of the Tainan Municipality Hotel Association; and Chou Jung-tang, Chairman of the Tainan B&B Cultural Development Association. Witnessing the signing were Lin Guo-hua, Director-General of the Tainan City Government Tourism Bureau; Feng Chi-wen, Deputy Director-General of the Tainan City Government Department of Legal Affairs and Acting Chief Consumer Protection Officer; and Tsai Cheng-hung, Chairman of the Tainan Association of Travel Agents (TATA). The agreement reflects a shared commitment from both the public and private sectors to curb unreasonable room rate hikes, and to provide travelers with a more reliable and welcoming lodging experience.
The Tainan Lodging Industry Self-Regulatory Charter for Reasonable Room Rates establishes three core commitments that participating operators have pledged to uphold:
1. Room rates across all accommodation types must be clearly disclosed, with pricing standards made readily available to consumers.
2. Rate adjustments during holidays and special events should reflect reasonable market conditions. Price differences must remain within an appropriate range, and unreasonably raising prices is strictly prohibited.
3. Operators should fulfill their management responsibilities, regularly reviewing pricing information across booking channels and sales platforms, and taking corrective action whenever necessary.
Director-General Lin Guo-hua of the Tourism Bureau highlighted three priority areas where the city and lodging operators will strengthen oversight in response to current market practices:
Pricing transparency: Whether displayed on official websites, social media platforms, or at front desks, room rates and any applicable surcharges should be clearly disclosed. Clear pricing helps ensure consumers have access to complete information when making booking decisions and reduces the risk of disputes.
Reasonable price differences between peak and off-peak periods: While room rates can be influenced by market supply and demand, operators should maintain reasonable pricing ranges across peak and off-peak periods, as well as between weekdays, weekends, and holidays. Unreasonable price hikes during long holiday weekends or major events in the city should be avoided in order to help safeguard Tainan’s reputation as a tourist destination.
Greater control by operators over OTA contracts: Regarding online travel agencies (OTAs), operators are urged to retain greater control over room inventory allocation and pricing decisions. Contract terms should be reviewed carefully to avoid situations in which dynamic pricing systems or promotional campaigns distort room rates, potentially affecting consumer interests and business reputations.
With the 228 Peace Memorial Day holiday weekend just around the corner, the Tourism Bureau noted that some hotels have already sold out. A survey conducted last week showed average occupancy across the city topping 85%. As available rooms become harder to find, rates on booking platforms may fluctuate based on demand, while room inventory depends on the allotments provided by lodging operators. Travelers are encouraged to plan ahead by checking the government work calendar, as well as event listings from the city government and Tainan Travel websites. Booking early can mean a wider selection of accommodations and more favorable rates.
